Default Infestation or something else?

So I was walking my yard when I noticed that some of my buds towards the ends of the shoots were pasted together with a webby material and there were black specks all over them. It seems pretty obvious to me that it is some sort of infestation, but what if it's something innocuous - or even something else? So I knew I would ask you. Thanks for reading.

Looks like a plume moth larva... it might do some light feeding, but it's not really anything to worry about.
